Mr. Minister’s meeting with the presidents of the chambers About chamber development plans

On Thursday, January 16, 2020, Mr. Lahoucine Alayoua attended the second meeting with His Excellency the Minister of Industry, Trade, Green and Digital Economy and The Presidents of the Chambers, who were dedicated to tracking the development of the implementation of agreements related to the development plan for chambers of commerce, industry and services. So are ways to improve the status of these institutions.
Initially, the points that had already been discussed at the first meeting on 16 December 2019 were discussed, as he asked the chambers to prepare the justified needs regarding human resources, to give suggestions regarding voluntary departure and to submit a file on the problems related to budget visa and disbursement of expenditures.
After that, the transition was made to a case study of the progress of the implementation of the development plans for each room, and in this context, Ms. Fatima Zahra Al-Bakili presented a presentation on the stages of the implementation of the development plan of the Chamber of Commerce, Industry and Services for Guelmim Oued Noun. It also addressed the most important reasons that hinder the implementation of all the components of the plan: the lack of staff, the process of making public transactions is very long and sometimes the problems of marking by the State Comptroller.
Secondly, through discussions and in response to the concerns raised by the Presidents of the Chambers, The Minister has invited the Presidents to:
– Submit a file to The Minister, which contains all the problems faced by the chambers regarding the visa of the budget and the disbursement of expenditures, as well as the proposed solutions with a view to presenting it to the Minister of Finance.
Providing offices dedicated to services in the Chambers: National Agency of Small and Medium Enterprises, Moroccan Office of Industrial and Commercial Property.
– Consider clear procedures for preparing and approving the budget that will enable the rooms to obtain their budget since January for each year.
Strengthening communication for rooms by providing television programmes.
At the end of the meeting, it was agreed:
– Submit to the Ministry before February 15, 2020 a list of all problems and difficulties that prevent the realization of development plans.
– Set June as the date for the completion of the implementation of the development plans for the chambers.
Preparing a special mission program for each side.
